Bubba seems to be unable to communicate to the people the seriousness of the Kosovo war. It's easy to envisage his pre-occupation with Monica and impeachment for the past sixteen months, and how he was unconcerned anyway with foreign policy, but how could the Pentagon have misjudged the situation if, in fact, they did? It is the pictures of the refugees that are slowly convincing most people of the catastrophe. In WWII, information about the Holocaust was withheld on purpose; there was no TV then to show us the horrors, but now, like the Viet Nam War, it unfolds not only on the nightly news, but 24 hours a day on the cable news nets. Billy has lost his leadership abilities, meager as they were, and has surrounded himself with loser-advisors. Noone now is talking about his sex appeal; they have found out how much his " private life " has affected all of us, and the war we may have to fight because he had other " jobs " on his mind.
